Two requirements, both of them, every time.

Reviewed, not listed.
Reports that miss the bar still show up, in a muted note rather than silently vanishing. Being left off is a placement too, and hiding it would let the shelf be accused of only surfacing favorable coverage.
Clears the bar. Gets a full annotated entry: verdict, context, tags.
Misses the bar. Held back, noted in the reviewed strip instead.

How this gets fixed.
