This is a counterparty describing its own activity, so I record it as confirmed, and it scores nothing: HandlPay is not a regulated financial institution, a market infrastructure operator, or a listed company, so it cannot satisfy the institutional counterparty item.

Named leadership published anywhere primary moves the legal entity item, which is the half currently missing. Falsifier: the Halborn engagement stays the only entity trail and no people are named.
A regulated institution confirming a relationship from its own channel moves the institutional counterparty item from zero. Falsifier: liquidity keeps coming from ecosystem projects, which are excluded by definition.
Any Tradecraft token statement, allocation or roadmap moves intent off 0. Falsifier: the fee framing holds and the project stays a no token venue.

Leadership names. None located. The Halborn engagement is filed under Obsidian, so an entity trail exists without the named people half, and the legal entity item needs both.
Institutional counterparty. None found and none claimed.
Named backers. No backers named by the project with third party verification.
Infrastructure role. No validator or synchronizer role located in this pass.
